Slidell was accompanied by General Zachary Taylor to negotiate with Mexican president Antonio López de Santa Anna. Slidell's Proposal would have made the Texan-Mexican border the Rio Grande, as opposed to the Nueces River, which was considered by Mexico to be the active border. Slidell's Proposal would have also purchased a large portion of Mexico's North American territory, consisting of what is currently the states of California, Arizona, Nevada, and Utah, for $15 million.
